When you look at the technical data all her guard breaks suck and get her max +1 (there's one on +2 but it's not realistically useable).

Other than that, she's not exactly OP, I think it's more a matter of people having to learn how to defend against her.

That aside she has some VERY POWERFUL tools, not denying that, plus she's a heavy weight, killing several combos from other characters. Rachel has one broken thing about her hurt box after 3+P, P, P that will be fixed soon.
